विश्व भाषा
विश्व भाषा (कभी-कभी वैश्विक भाषा[1], शायद ही कभी अन्तरराष्ट्रीय भाषा [2][3]) एक ऐसी भाषा होती है जो भौगोलिक रूप से व्यापक होती है और विभिन्न भाषा समुदायों के सदस्यों के लिए संवाद करना सम्भव बनाती है। इस शब्द का उपयोग मानवीय निर्मित अन्तरराष्ट्रीय सहायक भाषाओं जैसे कि एस्पेरान्तो के सन्दर्भ में भी किया जा सकता है।[4]
अंग्रेजी और फ़्रेंच सबसे महत्वपूर्ण भाषाएँ हैं जबकि कुछ लोग इन्हें केवल विश्व भाषा मानते हैं। इसके अलावा, इस बारे में कोई अकादमिक सहमति नहीं है कि कौन सी भाषाएँ 'विश्वभाषा' कहने के योग्य हैं। हिन्दी, स्पेनी, भाषा|अरबी, रूसी और चीनी, अन्य सम्भावित विश्व भाषाएँ हैं। कुछ लेखकों ने लैटिन को भूतकाल में विश्व भाषा माना है।[5][6][7]
संकल्पना Bharat abhiyan
[संपादित करें]विश्व भाषा शब्द की विभिन्न परिभाषाएँ प्रस्तावित की गई हैं; कोई आम सहमति न होने के कारण कौन-सी परिभाषा प्रयोग करनी है ये निर्धारित नहीं हो पाया है।[8][9]
विश्व भाषा के रूप में हिन्दी
[संपादित करें]अंतरराष्ट्रीय पटल पर हिन्दी आज विश्व की प्रतिष्ठित भाषा बन गई है। साथ ही विश्व में बसे हुए भारतियों की भी संपर्क भाषा है। प्रवासी भारतीय तो उसे अपनी अस्मिता का प्रतीक मानते है। भूमंडलीकरण के दौर में हिंदी के विस्तार की संभावनाएं अधिक बढ़ गई है तो दूसरी ओर चुनौतियां भी हैं। [10]
डॉ. विजय राघव रेड्डी का कथन है कि “विश्व भाषा के रूप में हिंदी एवं राष्ट्रभाषा के रूप में हिंदी की प्रतिष्ठा को आज के इस भूमंडलीकरण और उदारीकरण के युग में अलग-अलग न मानते हुए अन्योंयाश्रित मानकर हमें ठोस कदम उठाने हैं।”
विश्व के कई देशों में व्यापक रूप से हिंदी भाषा का प्रचार हो रहा है। आज विदेशी विश्वविद्यालयों में हिंदी भाषा का अधिक प्रयोग हो रहा है।
विश्व में हिंदी बोलनेवालों की संख्या में लगातार वृद्धि हो रही है। हिंदी चीनी भाषा के बाद विश्व की दूसरे स्थान की भाषा है। एक शोध के अनुसार विश्व में सबसे अधिक बोलनेवाले और समझनेवाले की भाषा हिंदी है। लक्ष्मीकांत वर्मा का कथन है कि “हिंदी को एक विशाल जनसमूह के राजकाज और बातचीत को चलाना नहीं है, बल्कि उसी को शिक्षा का माध्यम बनाना है।” भारत के अलावा हिंदी बोलनेवाले और समझनेवाले सुरिनाम, त्रिनीडाड, दुबई, फिजी, मॉरीशस, कुबैत, संयुक्त अरब अमीरात, संयुक्त राज्य अमेरिका, कनाडा, ब्रिटेन, रूस, सिंगापुर, दक्षिण अफ्रीका आदि देशों में मिलते हैं। विदेशों के अनेक देशों के विश्वविद्यालयों में हिंदी एक विषय के रूप में पढ़ाई जाती है।
हिंदी के साहित्यिक और सृजनात्मक अभिव्यक्ति का एक नया आयाम उसके अंतरराष्ट्रीय पक्ष के साथ भी जुड़ता है। डॉ. शिव गोपाल मिश्र का कथन है कि “विश्व भाषा का अर्थ है विश्व की अन्य भाषाओं के समकक्ष होना, उन्हीं जैसे साहित्य का सृजन और विश्वभर में भाषा के द्वारा वृतिक या व्यवसायिक अवसर उत्पन्न करना।” विश्व के अनेक देशों में हिंदी के माध्यम से कविता कहानी, उपन्यास, आलोचना तथा अन्य विधाओं में साहित्य सृजन काफी मात्रा में हो रहा है। इस साहित्य में विभिन्न देशों की मातृभूमि की गंध, वहां की जीवन शैली और वहां के लोकोक्तियों का सौंदर्य प्रचुर मात्रा में मिलता है। इनकी हिंदी की व्याकरण रचना की प्रकृति चाहे भारत की हिंदी के समान है किंतु उसकी बनावट में विभिन्न देशों की सामाजिक एवं सांस्कृतिक चेतना की छाप दिखाएं देती है। कृष्ण कुमार का कथन है कि “आज यह आवश्यक हो गया है कि इन देशों में रचित हिंदी साहित्य को इतिहास लेखन और आलोचनात्मक मूल्यांकन में स्थान दिया जाए तभी हिंदी साहित्य सही अर्थों में अंतरराष्ट्रीय साहित्य का रूप ले पाएगा।”
हिंदी भाषा अनेक देशों की समाज एवं संस्कृति के अंग के रूप में जुड़ी है। प्रवासी भारतीयों में हिंदी के ऐतिहासिक संबंधों की सामाजिक, सांस्कृतिक कड़ी और उनकी भावात्मक एकता का मूल आधार माना जाता है।
