Hi Deeptrivia,
Template:स्वागत is great but it seems an overkill to include that in each user's talk page. Too much content. You should move it to Wikipedia namespace and post a link to it on the talk pages. Checkout User:Spundun/wel, thats the template I have been using. Also it might be a good idea to do a {{subst:<template name>}}

- Use the subst keyword to substitute the template like this {{subst:स्वागत}}. May I suggest that you start with creating the above mentioned Introduction pages for hindi wikipedia? I think they are very well designed ans look very professional. I have started that effort on gu: wikipedia at gu:વિકિપીડિયા:સ્વાગત. And then create pages that are linked from that, e.g. I think a page on NPOV policy is important.
