ऑरेंज लाइन (Orange Line) लाहौर, पंजाब, पाकिस्तान में निर्माणाधीन एक स्वचालित तेज आवागमन परिवहन प्रणाली है।[1][2] मई 2018 में परिचालन करते समय, ऑरेंज लाइन पाकिस्तान की पहली मेट्रो लाइन बन जाएगी।[3][4] ऑरेंज लाइन लाहौर मेट्रो के लिए प्रस्तावित तीन रेल लाइनों में से पहली है।[5] यह लाइन 25.1 किमी (15.8 मील) ऊंचाई पर और 1.72 किमी (1.1 मील) भूमिगत के साथ 27.1 किमी (16.8 मील) तक फैल जाएगी। यह लाइन 26 स्टेशनों के लिए शुरू की जाएगी और इसकी दैनिक क्षमता 2,50,000 यात्री को संभालने की उम्मीद है। हालांकि इसे व्यापक चीन पाकिस्तान आर्थिक गलियारे के हिस्से के रूप में अक्सर उल्लेख किया जाता है, लेकिन ऑरेंज लाइन को पंजाब सरकार द्वारा वित्तीय निवेश किया जा रहा है।[6] 16 मई 2017 को सीआरआरसी ज़ूज़ू लोकोमोटिव ने मेट्रो के लिए पहली 27 ट्रेनों को उतारा।[7] हाल ही में इन ट्रेनों के कई सफल परीक्षण चलाए गए हैं।[8]

इतिहास

परियोजना को मई 2014 में पाकिस्तान और चीन की सरकारों के बीच समझौते पर हस्ताक्षर किए गए ज्ञापन के साथ शुरू किया गया था।[9] परियोजना के लिए वित्त पोषण दिसंबर 2015 में सुरक्षित था जब चीन के एक्ज़िम बैंक ने परियोजना के लिए $1.55 बिलियन का नरम ऋण देने पर सहमत हुआ था।[10] परियोजना पर निर्माण कार्य अक्टूबर 2015 में शुरू हुआ।[11] यह परियोजना अभी निर्माणाधीन है । हबीब कंस्ट्रक्शन सर्विसेज को अक्टूबर 2015 में पहला चरण के लिए 21.4 9 अरब डॉलर (200 मिलियन अमेरिकी डॉलर) दिए गए थे।[12] अक्टूबर 2016 में, परियोजना के चरण 2 में 11.3 9 अरब रुपये चौबुरजी और अली टाउन के बीच सिविल कार्यों के लिए जेडकेबी इंजीनियरों और रचनाकारों को दिए गए थे।[13] 12 जनवरी 2017 को, ऑरेंज लाइन निर्माण श्रमिकों के एक अस्थायी निवास पर 7 मजदूरों की मौत हो गई थी।[14]

वित्त

27 किलोमीटर की मेट्रो ट्रेन में 1.6 बिलियन डॉलर की लागत होने की संभावना है[15] जिसमें से $300 मिलियन पाकिस्तान संघीय सरकार से आएंगे, बाकी को चीन सरकार द्वारा नरम ऋण के माध्यम से वित्त पोषित किया जाएगा।[16] यद्यपि परियोजना को व्यापक रूप से व्यापक चीन पाकिस्तान इकोनॉमिक कॉरिडोर (सीपीईसी) के हिस्से के रूप में उल्लेख किया गया है अंत इस परियोजना को सीपीईसी म्वि अलग से वित्त पोषित किया गया है और पंजाब सरकार द्वारा इसे शुरू किया जा रहा है।[17] इन ऋणों का भुगतान पंजाब सरकार द्वारा 20 साल की अवधि में किस्तों में किया जाएगा।[18]

नवंबर 2016 में, पंजाब प्रांतीय विकास कार्य दल ने ऑरेंज लाइन के निर्माण के लिए अतिरिक्त 391 मिलियन रुपये की मंजूरी दे दी।[19] जनवरी 2017 में पंजाब सरकार को परियोजना के लिए लागत को नियंत्रित करने में मदद के लिए 20 अरब रुपये के कर छूट दी गई थी।[20] जनवरी 2017 में लाहौर विकास प्राधिकरण ने नोट किया कि लाहौर मेट्रोबस के साथ ऑरेंज लाइन को बेहतर एकीकृत करने के लिए इसे अतिरिक्त 2 बिलियन रुपये की आवश्यकता होगी जिसके वे विनिमय कर सकते हैं।[21]

आलोचना

इस परियोजना की पारदर्शिता के संबंध में कई आलोचनाएँ की गई हैं[22] जबकि पर्यावरण समूह परियोजना की पर्यावरणीय स्थिरता की आलोचना कर रहे हैं।[23][24][25] एशियाई विकास बैंक ने उधार लेने की कम लागत पर तुलनात्मक भूमिगत पारगमन प्रणाली को वित्तपोषित करने की पेशकश की है।[26] विभिन्न लोगों और संगठनों ने चिंताओं को उठाया है कि इस ऐतिहासिक शहर में लाहौर मेट्रो ऑरेंज लाइन विरासत स्थलों के लिए एक संभावित खतरा हो सकता है।[27] 19 अगस्त 2016 को, लाहौर उच्च न्यायालय ने 11 ऐतिहासिक स्थलों के 200 फीट के भीतर स्थित निर्माण कार्यों को समाप्त करने का आदेश दिया। हालांकि अंततः आदेश को हटा दिया गया और निर्माण आगे बढ़ने की अनुमति दी गई।[28]
